Hello everyone,
Can anyone tell me what the arrowed item does on this lucas fuel pump:

I've looked in my Haynes manual, but there is no mention of this part of the pump. As you can see, the rubber has perished and I was wondering what it did and how quickly I should do something about it.
Also, I take it that the larger item on the front of the pump (with the two cable ties around it) is the stop solenoid?
