Intermittent high revs on engine start

    Hi All, Having a very annoying issue with my Pug,

    When I turn the key and the engine initially revs, although intermittent it is becoming more frequent that the engine will suddenly rev very high.

    If I turn the engine off and on again it may happen 2 or 3 more times before I can start it normally, engine temp doesn't seem to be an issue as it does this song and dance when it is cold and from just driven.

    Its a standard cable operated mechanism and I have lubricated the cable and pulley. I have taken this issue to my mechanic on a few occasions but sods law states he cant duplicate the problem while it is in his garage.

    Does anyone have any experience with this?
