Expansion bottle overflows when heater not used

    2007 1.4 peugeot 207
    running well then started with a problem where you can drive car around perfectly with no expansion bottle over flow as long as the heater matrix is getting water and interior fan is on high.
    As soon as you turn heater fan to cold position the coolant level rises right to the top and overflows.Recently driving it and it blew out top radiator hose completely.
    The thermostat has been changed twice for OEM part and local garage has bled all air possible out using bleed screw on heater matrix in or out pipe.
    Any ideas gratefully recieved
