bsi & engine management problem key programming

hi alll, i have an engine change as the timing slipped and engine was very high mileage, changed the engine and now it wont start up, engine turns over fine, i got pp2000 and did a check, after alot of touble shooting i found out the problem which is the programing of the keys

engine control unit locked : YES

Transponder marker recognised : NO

number of keys : 2

BSI paired with engine management : YES

Blank BSI : NO

i then went to peugeot to get the acccess code, i then recoded the key and the key has still not been coded and it wont even lock or unlock via the remote, i have tried doing the BSI reset but nothing

i now get this

BSI paired with engine management : NO

Blank BSI : NO

please can anyone let me know where i have gone wrong and yes I an using a chinese diagbox
