405 heater runs hot?

    My 405 1.9 TDi 1995 aircon ocasionally runs to cold using the control
    - can hear the motor run on the flap valve - but generally will only
    run towards fully hot then stays there. The fault seems to be
    intermittant but getting less so. If you leave the car switched off
    for a while the valve seems to reposition itself back to cool (as
    opposed to running back to a cool selection when the electric is put
    back on), but will then only edge up towards hot again.
    I’m thinking the motor, the ECU or the cabin temp sensor fan as I’ve
    already replaced the circuit board behind the sliders.
    Can anyone suggest which to go for, or a way to work out which is
    broken?
