1993 Peugeot 306XR Problem

    Hi, I'm having problems starting my Peugeot. It started on a frosty
    morning- I left it idling for about 5 mins while I was getting the ice off
    the windscreen. The engine then stopped and then wouldn't start again- it
    turns over but doesn't start. I looked under the hood and an oil pipe has
    broken- Ive uploaded a photo (hopefully it works):

    My questions are:
    What is the name of this hose? (an oli breather of some type?)
    Would this be the cause of the car not starting?
    How much does it cost to replace?

    just replace it its a breather pipe
