Rebuilt the motor. Stabbed it back into the car. the car will not
start.checked fuel pressure. Checked timing (too many times). and checked
for spark. All are normal. Pulled codes out of ECU came back #14 NTC
sensor, replaced the sensor and checked the wiring. Basically I have
checked every possible thing I can think of. Does anyone have any ideas?

    Hello Dough,
Should be about 2.5 to 3 bars (36.25 to 45 PSI).
Assuming there's an injection system (I don't know that much about US specs
    405s), is this a Motronic or a Jetronic ?
Does the injectors open & close correctly ? The pressure could be correct,
but if they never open... If so, also check the TDC sensor, which should be
on the gearbox, a little at back, above the flywheel - you may replace it
too, or check the waveform using an oscilloscope. Anyway, I don't know that
the #14NTC sensor you mention is (I'm not a machanic).
